India shaken

The financial capital, hub of India’s economy, city of dreams Mumbai
was once again targeted by the coward terrorists on a rainy Wednesday.
18 people were killed in bomb blasts at three locations. 131 were
injured including 26 critical.  The bombs were planted in three of the
city’s most busy areas; Zaveri Bazar, Dadar and Opera House. The first
bomb went off at 6:54 pm and the last at 7:05 pm. The bombs contained
ammonium nitrate and were triggered by timers. This was the second
terrorist attack in Mumbai after 26/11 and third in Maharashtra after
German Bakery in February 2010.
       After 26/11, P Chidambaram took charge of Home Ministry from Shivraj
Patil. Mr. Chidambaram gave every available assurance to do everything
to prevent any such attacks in future. He demonstrated some good work,
showed he was in-charge. A lot of measures to beef-up security system
were taken. The Intelligence and security apparatus were upgraded with
more NSG teams being created and state-of-the-art equipment procured
to tackle the menace. Above all a new security-intelligence agency NIA
(National Investigation Agency) was formed with the specific task of
counter-terrorism operations, prevention and investigation.
All these steps looked credible and enough to avert any terrorist
conspiracy. And the steps taken, to a great extent, thwarted some
potential attacks on the Indian soil by militants as Mr. Chidambaram
said.
However, July 13th  attacks have shown that despite all the so called
counter terrorism measures taken by the authorities, our country is
still abysmally as insecure as it was before 26/11. The idea of a
strong and prosperous India can’t be more savaged than these gruesome
terrorist attacks which are attacks on the very concept of humanity
and peace.
Mr. P Chidambaram has said that terrorism is a universal threat and no
country in the world is immune to this danger. He added that India is
as vulnerable as any other country in the world. To support his claim
he came up with some figures providing details of terrorist attacks in
the last two years in countries across the world. Implying there were
“two” in India, so did he mean they (government and intelligence
agencies) did a great job and should not be questioned? While replying
to a question he said India is neighbor to two of the most volatile
countries in the world; Pakistan and Afghanistan, the former being the
epicenter of terrorism. When Mr. Chidambaram gave the information of
terror attacks in different countries around the world, if only he had
removed Pakistan and Afghanistan from that list, there would not be
many countries left with a terrorist attack.
   Our Home Minister has refused to accept that the attacks are a
result of Intelligence failure. He said many terrorist attacks were
thwarted in recent times because of  the alertness of the Intelligence
agencies. So since many (unknown) terrorist attacks didn’t happen in
the past, the July 13th blasts could not be attributed to the lapse on
the part of Intelligence network. One would have agreed to his
argument had there been blast at only one location, but here, a series
of bomb blasts have taken place at as many as three locations in a
city which is supposed to have an upgraded and high-level security
system after the horrendous attack on November 26 . The blasts have
one again put a question mark over our security system and how
security of common men is perceived in this country.
 So far no one has claimed responsibility for the deadly attacks.
Preliminary observation of the blast sites and the modus-operandi
points towards Indian-Mujahidin (IM). If that turns out to be true
than our Prime Minister would have to think twice before reiterating
that Naxalism is the biggest internal threat to India.
One argument from the people at helm is that ours is so vast a country
with so many people, thus preventing every such incident is not
possible. When there are hundreds of such acts are successfully
prevented a few may just slip out, and this was one of the few such
sad incident
       Unfortunately a sense of complacency and unaccountability seems to
have prevailed. No one goes beyond condemning the attacks. No one can
muster the courage to take moral responsibility of the attack and give
a time line for capturing the guilty and insulating the society from
the scourge of terrorism. Time and again these dastardly attacks take
place in India and leave behind destruction and agony
